It wasnt entire classes of ships with the exception of the abyss class that horus had made in secret. It just that since the heresy forge worlds capable of making those ships no longer exist or the imperium no longer had the nessesity for fast raiding attack craft and foccused more on the big guns and armour. Chaos just has the only surviving ships of those types cause the rest were destroyed in the war.

Colonizing worlds is quite lengthy and difficult and their technology must have been limited so it quite unlikely they could have grown like this so fast specially given that they lived underground and everything tried to kill them

This lore is interesthing but has some HUGE plothole, on the technical side (techno bullshitting). If the current modern human civilization could build those "inferior" fusion torches that allows the citizens of Zhao Arkhad to lift gigatons of material from the moon to earth (or Zhao Arkhad to its moon) on an industrial scale economically , then our civilisation would have colonized the whole sol system. Such propulsion system (like the epstein drive in The Expanse) would allow spaceships to constantly accelerate at 1G all the way in sol system (of course halway the ship would turn back to break) in case of a personnel transport. The greatest challange of today-s space travel is to escape from the Earth's gravity well, and atmosphere cheaply and have enough large amoung of remaining Delta-v to carry out certain missions. This is why spaceX's reusable space lifts are such a great achievement and everyone research new and more efficient propulsion systems that has large Delta-V or thrust (new typse of combustion rockets, nuclear thermal rockets, many types of ion drives, etc..). A propulsion system to be able to lift a vast cargo payloads from the earth to the moon and then vica verse must have tremendous thrust and huge amount of Delta-v. So such fusion torches would easily complete this challange. On the other hand it is hilarious that they can build enormous space-ships but they haven't heard about whipple shielding. IT is perfect against small hypervelocity projectiles. This is the cheapest form of shielding ever: just put a thin material on your spaceship with a decent spacing. Even the ISS have whipple shielding, so it shoudn't be a challange to put some spaced thin layer of materials in the 30. or 40. millenium.
