would this application eliminate the need to put the perma columns deeper below the frostline since your insulating around the whole outside perimeter? Sort of the same way a frost protected shallow foundation slab

Can you just back fill and compact rather then doing the concrete next to the foam?
That's what I would say. Backfill with gravel. That slab should float and there are no horizontal forces to make it go anywhere.
the 6x6 permacollumn is not insulated though? I bet you will get thermal bridging there and possible condensation issues?

A floating slab/building MAY be cheaper
