The closest we have to the two upside down reverse נ is the large ה in haazinu. Though the ה is pronounced, it stands alone as a letter like the נ. Do you agree Rabbi?
As you said the ה in Haazinu is pronounced. The נ is not. Two different stories. BTW The נ is only reversed, not upside down. Check in the Torah itself.
