That dish (Sara Udon) was introduced to Japan by Chinese people who immigrated there in the early 19th century. The original Chinese dishes were adapted to suit the tastes of the Japanese and became known as Chuka Ryori (Japanese-style Chinese food). It is not considered wholly Chinese or Japanese, but a hybrid cuisine. A notable example of Chuka Ryori is Ramen, which is derived from Chinese noodle soups. en.wikipedia.org/wiki/Japanese_Chinese_cuisine?wprov=sfla1
