Where did you get the sawdust from please and roughly how much needed
I actually got it from an old Tailors ham that I took apart
You can get sawdust from pet stores as they sell it as rodent bedding.
The stuff from the shops is wood shavings not sawdust
Can I use fabric scraps to stuff the hams if they are chopped up small?
Yes, you can but it’s better with the sawdust as that draws the moisture away from the heat of the iron.

Could I use soft sand?
I’ve never used that so I’m not sure but it would give the same ability to mould the ham to the curved seam shape
