He doesnt win Sailor's battles for her, instead, he gives her a chance to get her barings, take a breath, and then he gives her words of encouragement to help her, so that she can become the best hero she can be. I feel Tuxedo Mask is the most underrated and overlooked character in terms of power. His roses were really quite powerful, and often dispelled enemy attacks and powers. Even Jadite's control over the airplane was broken from a single rose, and the rose thrown into Beryl would have killed her if it werent for Metalia's intervention.
You ever use a bomb in a shmup? You're no longer crowded, enemy's momentum is reset with the screen empty and you can shoot freely - usually you give the enemy a black eye too. That's Tuxedo Mask.

She needed to learn how to compose herself and fight the villain herself without breaking f down, which is why in the end Tuxedo Mask helped out greatly with that.
Plus tuxedo mask always knew something was up before sailor guardian knew. He always patroled and searching clues for shady things happenning in the city. He used his intel to lure sailor guardians to do the battle (plus being a hype man). Somehow he's kinda a mastermind

My absolute favorite Tuxedo Mask entrance is when he shows up after Sailor Moon and Chibi_moon are dealing with Fish Eye's lemur thats basically a nutcracker in a honestly pretty episode about ballet. Brought on to the finale by Fish's eye feeling decieved out of the fun they were having with the whole thing. They were just literally taking shots after seeming to wonder if they even needed to take the thing out, and underestimating as a result. He doesn't even say anything until there practically just like "we are so done with this now" and just barely distracts while it's head turns around. And they complain that he didn't do anything sooner. Like he totally deserved that despite their own shortcomings there.
Though, when Crimson Rubeus was attacking, and he threw a ton of roses at him which caused a blind spot to where Sailor Moon could attack in possibly the best non-finale fight scene (with Ai No Sensi playing, also easily one of the best sailor moon songs above most) thus him getting hit with moon princess halation. Leaving Rubeus pissed, psychically hurt, ego burned, and basically commanding they all leave the scene.Also how much stronger he was then basically anyone but maybe Kunzite and "Beryltalia" at that point and she survived multiple hits and blows, and Tuxedo mask could still stand up to him.
