Yes! She had some chops. That baby voice while iconic now is not what made her as popular as she is. Her personality, dancing, performing, and catchy songs all did that. She could have had more vocal credibilty and it's sad.
Did y'all notice that the baby voice has a similar raspiness that T-Boz has. Also, "Hit Me Baby One More" time was written for TLC, so the producers might have wanted her voice to be similar to T-Boz but more baby-ish.

When she got signed by Jive Records back in the late 90s they got max martin to change her voice so it would sound unique and different among all of those powerhouse vocalists, also they wanted a really great bubblegum pop vocal. She still have this voice is just not as controlled and perfect as it used to be.
Aaliyah's was the best, then Kelly and Beyonce. They sounded the closest to how they were in their prominent careers. The rest were okay but they still sounded childish and you could tell they still had a long way to go in developing their vocals.
You can see from this with Britney voice as a kid how they had her change for voice to be higher for like the image they wanted which may have damaged it especially for so long
