Dexter's voice isn't fucked - when he talks normally it's okay - I think he's just trying too hard to sound like "Dexter 1994". His voice was always nasal.
No, his voice is fucked. He's aging and cannot hit certain pitches with any intensity. He's probably had all kinds of problems with his throat like Davey Havok did.
His voice has recently gotten way better. This last year or so seems to have been a good time for vocalists getting back into their game. The Offspring is no exception.
