Because in air gap we've to have a fixed magnitude of flux...(which is obtained only if we provide DC) If 1 phase ac is supplied in the rotor we won't be getting flux of constant magnitude

Inertia is the resistance, of any physical object, to any change in its velocity. This includes changes to the object's speed, or direction of motion. so the rotor has a certain mass and it doesnt want to move. compare it to rolling a steel ball in comparison with a tennis ball, its much harder to get the steel ball moving, but once its moving its also harder to stop it, cause of inertia.
