    My mum has owned an Apartment in Italy (only one ) and she paid annual IMU, why?

      IMU (annual council tax) shall be always paid on properties, with the only exception of non-luxury houses/apartments (not registered as category A1, A8, A9) used as the primary residence of the owner/s. If your mum was asked to pay, probably she was not registered as a permanent dweller of the house, or maybe the house was classified as a luxury property; please note that only since 2013 the non luxury house used as permanent residence is exempt from IMU
