So K just dragged J's unconscious body all the way from Coney Island, through MIB head quarters, through security, sat him down at his desk, and waited for him to come to, in the middle of the floor, bustling aliens and activity and no one had any questions.......
If I had to guess, from the most cynical take possible: According to the Lore in the first movie, Earth is supposed to be completely neutral ground and welcoming of any species that isn't explicitly hostile or invasive to one another. Ergo the aliens that first supplied the MIB with their tech and what not, probably boosted their stuff so they could enforce their own authority, thus making the Earth appear truly neutral instead of "colony for x alien species". Cynically speaking, The MIB might have unconscious biases in favor of the world view of those original aliens and might be something of a puppet authority. It'd be like the British against the Zulu armies, and doing the raw math in terms of numbers and realizing their technology would only get them so far, and thus decided to make allies. It also could be that that was the plan, and humans being humans took the tech, got proficient with it and then were like "Nope. We're doing this our way." And turned what would have been a colony into an intergalactic backwoods trading post and refuge wherein more and more alien species bought in and paid the price of entry with more outdated technology. (It's said in MIB that much of the tech is leftovers and outdated as far as the aliens go). The MIB might be using intergalactic bows and arrows. Idealistically speaking: Not all intelligent lifeforms have the same value structures and tendencies as humans have. Our tendencies towards tribalism, aggression, greed, and consumption can be said to be a kind of survival instinct, but that doesn't mean it's a prerequisite for intelligence. MIB says that there are some parts of the universe where human thought is likened to a disease. It's also possible that there are just enough intelligent aliens whose value systems and thought processes looked at Earth and decided "fair was fair" and dealt with them as moral if not intellectual equals, and traded technology for shelter with certain restrictions on both sides. And if that's the case, according to the movies, it's worked pretty good.
