Initiating a left turn on red is not legal but completing a left turn on red is absolutely legal. You are supposed to enter the intersection to wait for your opportunity to turn left, so as long as you enter the intersection before the light turns red you can complete your turn legally while it is red as long as the way is clear from legally operating oncoming traffic. In this case, the trucker illegally entered the intersection 2 seconds after the light turned red - at the same time the cammer was waiting for their opportunity to complete their turn, and they reasonably turned after the light turned red and they thought oncoming traffic was stopping. Cammer is right and trucker would have been at fault here if there was an accident.

How does the cammer know if the car had already let others merge. It looked like, to me, that he just pulled up to the line of cars. Laws are pretty cut and dry here, right lane was ending and needed to merge to the left lane thus are required to yield to vehicles who are already occupying said lane. Yield of course as everyone knows, means to essentially go by the other's actions. The car in the left was clearly not allowing the merge, so the vehicle in the right is required to merge behind them. Car on the right is 100% at fault. Courtesy isn't required by law, yielding is. This isn't a 50/50, this is a 100% at fault on the merger for failing to yield. So yes Sylve, you are correct in saying it's the merger's fault 100%!

I think the cammer was paying attention but wasn't expecting traffic to be slowed down so hard. You can actually hear the brakes in the video and with being fully compressed the cammer couldn't stop in time so they evaded with just a couple of feet to spare a wreck. Initially it looks like cammer had good amounts of space ahead of them to slow down for speeds from 70 mph to say 60 maybe 50 but the traffic was slower than that. The reason why the cop stopped cammer was because they probably felt he was speeding around the stopped traffic, while being the cause of the cammers aggresive-evasion to begin with. And all to get to civilians that were walking on the shoulder of the fast lane. However, the cammer couldn't explain it because they were to upset over how close they were to getting into a wreck. (I guess)

Judging by how the camera appears to be mounted at dash level, I'd guess they very much know the orientation in which they mounted it, and felt the convenience to them outweighed any potential viewers' emotional trauma of seeing an upside-down overlay.

However, the speed on your camera says you were going 70 at the beginning of the clip and tops out at 74 just before beginning to slow down for the truck coming into your lane. Speed limit is 55 and you're in a construction zone. Google street view of that stretch of road has signs saying "trucks entering and exiting. State liability limited." There were clear warnings for exactly that scenario.
all true except the state still has a duty to enter and exit the highway safely. That was a stupid move on the truck drivers part when there was clearly traffic coming. Also "state liability limited" is a very arbitrary statement that in truth the state shouldn't even attempt to enforce. In this case the cammer's speed would be contributory should an accident result but in the majority other cases involving accidents with construction vehicles entering the highway such as this the courts side with the plaintiff.

In a construction zone you should be doing less than the normal speed limit. What occurs to me is that the cammer is driving in a breakdown lane, not a driving lane. That may not be the case, but if I ran into those lane markings, that's what I would assume.

How does the cammer know if the car had already let others merge. It looked like, to me, that he just pulled up to the line of cars. That’s what gets me when people complain about others being courteous, they could have already let other people merge and they are not being discourteous by keeping others from merging.
Laws are pretty cut and dry here, right lane was ending and needed to merge to the left lane thus are required to yield to vehicles who are already occupying said lane. Yield of course as everyone knows, means to essentially go by the other's actions. The car in the left was clearly not allowing the merge, so the vehicle in the right is required to merge behind them. Car on the right is 100% at fault. Courtesy isn't required by law, yielding is. This isn't a 50/50, this is a 100% at fault on the merger for failing to yield. So yes Sylve, you are correct in saying it's the merger's fault 100%!

I think the cammer was paying attention but wasn't expecting traffic to be slowed down so hard. You can actually hear the brakes in the video and with being fully compressed the cammer couldn't stop in time so they evaded with just a couple of feet to spare a wreck. Initially it looks like cammer had good amounts of space ahead of them to slow down for speeds from 70 mph to say 60 maybe 50 but the traffic was slower than that. The reason why the cop stopped cammer was because they probably felt he was speeding around the stopped traffic, while being the cause of the cammers aggresive-evasion to begin with. And all to get to civilians that were walking on the shoulder of the fast lane.
However, the cammer couldn't explain it because they were to upset over how close they were to getting into a wreck. (I guess)

Speed limit is 55 and you're in a construction zone. Google street view of that stretch of road has signs saying "trucks entering and exiting. State liability limited." There were clear warnings for exactly that scenario.
all true except the state still has a duty to enter and exit the highway safely. That was a stupid move on the truck drivers part when there was clearly traffic coming. Also "state liability limited" is a very arbitrary statement that in truth the state shouldn't even attempt to enforce. In this case the cammer's speed would be contributory should an accident result but in the majority other cases involving accidents with construction vehicles entering the highway such as this the courts side with the plaintiff.

What occurs to me is that the cammer is driving in a breakdown lane, not a driving lane. That may not be the case, but if I ran into those lane markings, that's what I would assume.
