I'm pretty sure she's supposed to be old enough to drink (at least, older stuff said that she was before 1.2. I've not played 1.2's story yet so it might've been retconned), which'd make her at least 18 in China (where the game is made) or 20 in Japan (New Eridu is inspired by some Japanese cities). it might just be an odd case like Piper and Koleda where she looks a lot younger than she is (in Koleda's case it's been mentioned that prolonged ether exposure stunts growth so I'd guess it's the same excuse).

She also has a drivers license which i heard you need to legally be 18 as well in china? Ironically found this out when trying to find out the siblings ages which to my surprise, theyre around 22-24 because they recently got their licenses renewed. So that would make Lucy around 19-20 since shes been riding with the gang a while.
