Based on the documentation I was able to find, there should be no reason these options aren't available to you. I was able to find information that shows this feature being available as far back as Outlook 2013. I don't see any documentation to state that this is limited to any particular subset of users.
As a follow up to this comment, I was just playing around with something, and I am wondering if you are using the "New Outlook" that is currently in testing? There is a possibility that some of these options may not be available if you are using the "New Outlook" as not all features from the normal client have been ported across as yet.

Yeah I also don't have any option to set a date for when the flag appears, which makes this function useless for me. Thanks for the video though
I don’t show any options to use reply, reply all, or forward. Is this only visible for some people right now?
