    What a dum idea.... I am sure they could have installed the heated lines but they saved cost now they are overpaying but who cares it's tax payers money

      @@tylermcfadden948 look up why they didn't use heated cable. It's usually the designs didn't consider icing and then forget to add solutions, or consider adding solutions but reject because of cost or challenge.
      They are being cheap and design a flaw on purpose to save cost
