You'll be eligible for this attempt as the cutoff date for age limit is calculated based on the month( may or June) that is mentioned in the notification when it is released

sir, you are saying that these jobs are for only those who are below 30, but as per the notification and rules there are the concept of age relaxation also right so if I am 31 and I fall into obc category do I fit in the age relaxation category and can I give my exam at the age of 31?

Yes final year count as appearing year, you can apply. Although make it clear, your graduation would complete by the all phases of exams.
