I don’t know if you read comics or not but if you do and you have the time you should check out Spider-Man Velocity it’s a tie in comic with the game and is canon I believe and it’s the origin story of the velocity suit it is extremely broken he was able to go on patrol defeat and secure the swarm and get back to his lab all in under ten seconds
Evil Cole could potentially control the electric impulses in spideys brain, slowing his thoughts to a stand still and rendering his Spidey sense useless. Basically make him a vegetable like when he bioleech's people.
I can say when it comes to this fair, GENERALLY speaking it’s unfair. Peter is NOT equipped to deal with Cole on the fly. I think a more fair fight would’ve been a Peter who’s more amped from the comic books. SpiderMan just from the games alone is not enough to win this fight against Cole. Peter generally speaking though is a effing monster. I’ve never seen cole move as fast as Peter and I think that is more than enough for cole to get bodied because if Peter gets in close, it’s not guaranteed cole can deal with Peter punching the dog $hit out of him. All in all, super interesting video. It’s probably better to do comic book Peter vs Cole.
There's actually one very important strength feat that you didn't cover in this video. One that significantly changes the match-up, even for inFamous 1 Cole. Kessler's entire plan was to make a Cole strong enough to kill the Beast. Mentally, obviously, but also physically. He would have killed Cole if he felt Cole wasn't strong enough (as evidenced by the boss fight where you do indeed die if you play too poorly). After winning, Cole peers into Kessler's mind, where he learns from Kessler's own perspective that, while he didn't fight the Beast, he absolutely could have. The relevancy of this comes together when you look at the sky within this memory vision thing. Behind the Beast, up in the sky, is the moon. Cracked into three pieces. Kessler was strong enough to fight a moon cracker, and Cole proved himself stronger than that.
Despite the fact that Kessler is now an old man who is strapped to cybernetics and would occasionally tire after a series of energy blasts? Not to mention, despite Conduits' extended longevity to live even beyond centuries to still tell their tales of being involved in the Salem Trials, Kessler, with Alden, is living proof that his powers would dwindle in time, making that moon feat even more pointless to bring up when he has lived far too long and has used his time travel powers that was considered his most dangerous.

And who knows, maybe his whole upbringing when he was forced out of the First Sons and into the vile streets of the Warren District caused him to grow old-looking. Idk. Either or, the cybernatic arm (that might act as his health aid after using time travel), the numerous times Kessler gets tired after firing his Railgun(his "lightning" is called Railgun in the official strategy guide), the fact that he's older than Alden and the fact that Kessler even admitted himself that he is very weak during one of his and Cole's audio calls, *screams* how wrong it is to assume that the same Kessler who fought Cole at the end of IF1 is the same as the Prime Kessler who apparently did have the power to combat his Beast. Except the virus controlling Alex's body seems more aggressive than the symbiote by all accounts. Alex would destroy/kill/consume much of the city before Spidey could stop it. But Spidey would win the fight with superior speed and intellect. Spidey 2 with the symbiote vs Alex would be cool af tho. And Alex can create more virus hosts on a whim in the 2nd game. So Spidey would need to take on an army of villains as strong as Alex in his first game, but their loyalty isn't guaranteed. He can't control their minds without coercion and indoctrination. Spidey may just turn some of them against him. That'd make a sweet game.
Kessler could've stopped the beast in the future timeline who extinguished all life and he destroyed the moon. Cole then beat Kessler. Which puts Cole at multi continental. Even in the second game the beast was blowing up cities and Cole at the beginning was able to blow a price of his head off. This is a stomp in Cole's favor. The beast also created a black hole which reduced things to atoms and Cole was tanking it and dodged a gamma ray beam which puts him at relativistic.

Cole could definitely beat Electro. The first thing that came to mind on how was by absorbing Electro, similar to when Cole absorbs bioelectricity from people. Theoretically this is possible because it's been shown that other people with electrokenisis can manipulate Electro, like when Thor used his power over lightning to absorb Electro into Mjolnir. Cole arguably has the most advanced form of electrokenisis in all of fiction, considering that it gives him the ability to read minds and he would've developed the ability to time travel too if he lived long enough. Cole is just more powerful than Electro.

You forgot to include David in Infamous comics. Hes very powerful conduit able to tank missiles, hellfire missiles and cruise missiles also has Super strenght than other conduits due to exposure to ray sphere 30 times, can smell on genetic level, shoot laser beams and can send an electric blast that can disintegrate or wipe out of first Son battalion and his electricity is purple. So i think Cole has the favor to win against spider man.
If they both fought directly after getting their powers, cole would win easy. The cole in infamous 2 was OP after a year, able to learn new powers. If he were 8yrs in like spidey...tough to say. Depends what powers cole takes in infamous 2. If he has the evil powers...spidey would be toast.
If you wanted too you could use feat of cole dodging the light of ray sphere to put him atleast 50% of Sol on the low end which would make it a speed blitz against spidey

Unlike in the video game the DUP is a secret organization that deals with evil conduit and human threats. Cole’s boss would be Brooke Augustine who unlike her counterpart in the video game is good not evil. She would be in her 30s, be very good looking and is a conduit as well. Here’s how Cole would get to the D.U.P headquarters every time he’s called in for a mission. Brooke Augustine would first contact him on spy watch then they teleport him to the D.U.P using a teleportation device and he is teleported inside the building in a room that’s near Brooke Augustine‘s office. Cole Macgrath would be very mature, never annoying, understanding, very nice, caring and smart, in fact he would be a straight A+ student. He also loves to play video games. He would also be very popular in High school due to his special fighting skills, smart skills and singing skills, and he would have many friends, including Zeke Dunbars and John White who are also teenagers and secret agent conduits. Zeke would have Hank" Daughtry powers in this series. Cole would have a lot of love interests in this series including Trish Daily and Lucy Kuo who are also teenagers and conduit secret agents. Cole would have the amp from Infamous 2 right at the beginning of this series as well in episode 1. Cole would also have electrical flying powers as well unlike in the video game. This series would have a theme song that sounds similar to sonic x theme song. Each episode would take place in different locations, all over the world, under the sea, and in space. Also Cole would have parents in this series who are very young. His dad would look exactly like the third guy who played the mountain from Game of thrones and his mother would like mom from the Martin Mystery series except she would have long hair. The villains in this series would both be evil conduits and normal humans.The first villain of the series would be Moya Jones and unlike in the video game she is also a conduit. Moya would have Nix’s powers.
