There is a reason for that.. This looks like a reimagining of the Earth Born Angel of Fire Supergirl. It's not the outfit she wore, but it is the PAD Supergirl
That Supergirl had wings of fire, blazing attacks and there was aa storyline trying to make her a fallen angel.

The lore in lol went downhill because of its "reboot" so the lore doesn't matter in that game anymore and even riot knows this.

She would be a great addition though I'd be afraid they would do with her what they to her in Injustice and that's cast Terra Strong to play her but heavily synthesize her voice. Seriously did anyone else find that a bit insulting to the VA, it just gave the impression that Nether Realm Studios wasn't confident that Terra could play an adult version of Raven

Ferno RogueSlame They tried to make her more like the comics I guess. I think the voice effect was to make her sound otherworldly. I'm not saying it was a good decision, just an understandable one.
kash smith it did sound otherworldly and demonic, understandable because through out most of the games main campaign she's been taken over by Trigon again, but that just seemed like a write around to write around the fact they felt they needed to heavily synthesize Terra's voice. It just seemed like they didn't have confidence in Terra's voice to play an adult Raven, it's even more glaring when you consider that she was the only returning voice actor that get this treatment the VAs for Cyborg, Martian Manhunter and Jon Stuart get to play as the characters they played as before with any synthesization
i love the alternate worlds so much but i do wish they gave her some powers base off her normal prime superpowers.

I hate League players so much. They are somehow allowed to have 4 marksman champs all with map wide shots and "Ashe, Jinx, Draven and Ezreal are nothing alike noob. Look at their whole kit not just the ult!" Infinite Crisis puts in a single champ who has an ult with 3 charges. "Super xerath lol XD!"

I think that's because when we look at her whole kit, Arcane Supergirl *still* seems to be pseudo-Xerath. Passive that requires her to get up close to autoattack? Charge-up Q, E stun? Abilities meant to combo with the aforementioned E stun (note that her meteor drop is cast the same way as Xerath's W)?
What she isn't borrowing from Xerath she's borrowing from the Strife hero Carter instead.
i guess for superheroes most of this game's attacks seem pretty weak. Guess it's just over expectation
Canada Meow Scylla was released on March 5th 2014 and Xerath's rework was released on February 10th 2014 so nope.

They could have simply given it a bigger radius or something.

Yeah total rip off of lina. I mean come on, large aoe stun... well I mean just a stun. Huge single target nuke, err ummm, lets skip that. Passive movespeed and attack speed. Well obviously additional power damage on auto attacks is close enough. Projectile wave attack, hey that is similar!!
Most telling ofcourse though is they are both women and have fire powers. Lina did that first and totally is not a rip off of Lina Inverse of the Slayers anime.

Look at how much room there was to unique characters that was wasted for pointless rehashing.
DC has so many characters to be used. Using this infinite crisis bullshit only made the game more dull.
+Mafhiw raven, nightwing, deadshot, and huntress were all almost completed when the shutdown was announced??? they were going to add 2 of the 3 most asked for characters and then some..... lmfao
