H, is it possible for my project to send to another architect to do floor measurement? Or can I straight away go to building stage?

Well, I would always suggest you to seek professionals when building a house. But yes you can use your design to build your house right away.

This feature is only available in web version for now. But you can use planner 5d in browser using your phone. 😊
