Another work around is Looker Studio. I have one GA4 that is severely affected by thresholding, but on Looker Studio I can see even events that happened just one time.
It potentially won't affect on aggregated level. But when you start analyzing the ecommerce events individually by adding more filters, it could impact. I have confirmed it with custom events by visiting the aggregated report which shows data for a same event versus on individual event report which doesn't show any data for smaller count. Since everything is considered as events in GA4, potentially it might have an impact on Ecommerce as well.

For example, before On google signal is 20000 users.. after turn on, 2000users, after few days on signals, it back to 20000 users.. is it normal like this? How about is it possible to get back the 3days that only have 2000 users data to become 20k data? Wonder why it will like this?

It never will. Once you have collected google signals data, historic data will remain like that

Historic data will be thresholded. Your future data will not.
