Star Platinum is the only one able to move during this form of time stop, and everyone else, including Jotaro himself, is frozen in time, and thereby not conscious of what happened during stopped time. But, during that timestop, SP moves around and brings things that are nearby, to Jotaro's reach, then resumes time. The things thus appear to have been magically teleported there. I think it's plausible. It seems that Araki intended the readers to discover this is what really happened. I must stress that *Jotaro knows SP can "teleport" items to him, but at this point of the story, he doesn't really know how this power actually works.* If Jotaro had known SP could stop time all along, he would have defeated D'Arby, though not by bluffing, but by cheating, i.e. actively switching his cards into a winning hand during stopped time, as D'Arby probably thought. One of the things that supports this theory is the fact that Jotaro no longer uses SP's ability to bring items to him once it's revealed that SP's true ability is stopping time. He never uses this in Part 4, or later in 6. It's most likely because that's it, SP was stopping time all along, ever since the first episode of Part 3. We just didn't realize, because even Jotaro himself didn't realize.
