    At 3:50 one of the officers said "Stop reaching for stuff" when his hands were clearly on the steering wheel.

      At 3:48 is when he took his hands off the steering wheel.
      Clearly he removed his hand from the steering wheel when turned back from talking to the officer to his left, and he probably realized that he removed his hand from the wheel and immediately put it back.
      Obviously nothing nefarious, but, let's not crop things out of context in order push a narrative.

      @@AndrewLeeW1 I think an attorney could argue that any time an "Investigation" or "interaction" while "Questioning" is underway the cameras Must stay on. They were doing an Investigation and had an Interaction due to said investigation so.. it is Reasonable to suspect the Police were coopting the Sheriffs intentions and Knowingly and Deliberately Hiding, with holding or altercating evidence and violating department procedure to benefit a fellow LEO to the detriment of a Lawful and Righteous Citizen. .. Id toss up charges of obstruction against the offending officer if I was the DA. XP

    The most egregious part of this entire incident is that the officers did not turn their cameras on when they talked to the sheriff.
    Their first instinct was to not be accountable. That speaks to corruption at the core.
    Cameras should turn on half an hour before a shift and turn off half an hour after the shift. There should be no mute and no way for an officer to turn it off.
    And if an officer does disable his camera for any reason it should be assumed that he is corrupt.

      How are they all not fired for this? Their credibility should be called into question for every ticket they write, or any future arrests made by any of those officers. Plus, the “sheriff” should be fired, and jailed for his egregious crimes. In any other profession, that would likely be the punishment. Until good policemen & policewomen hold their own accountable, these situations will continue to get themselves & upstanding citizens hurt, killed, or at the least, have them in a situation that could ruin their life. Sadly, this is the American way, and it is gross.

      Depending on how the media treats this the Sheriff will either keep his job with an increase in wages or he will resign and take a position with the local FBI or some other federal agency job and end up with a big fat retirement check when he is 55.

      Getting involved with local government will produce change. Don't believe me? Look at Leon Valley Tx. Joe Salvaggio was removed by political action, not lawsuits, not complaints, not protests (in fact Salvaggio just arrested everyone who did protest), and definitely not Jack Miller.

      @@chuckhaugan4970 Of course it will, never said it doesn't. Police don't follow the laws we already have on the books though. So what are more laws to protect us going to do when the ones already in place to protect us are never followed?
      Until police are held criminally liable and we start taking settlement money from their pensions, change will be very slow and painful. They currently have very little incentive to stop violating people's rights.

The system is developed to allow police to police themselves and they've taken advantage of that. QI is not law, it is not legislated, but a policy derived from the conservative Nixon appointees during the Reagan administration. QI is proposed to be legislated OUT of existence in the last four bills proposed, which in a few cases, were bipartisan, but Mitch McConnell refused to allow a vote via filibuster. So, the fight is most effective on the local level, as long as the RNC continues to block legislation on the national level. The Republican Party has blocked all police reform for over 20 years. All politics is local: Leon Valley, Joe Salvaggio, LOOK IT UP. Political pressure even pushed blueline, conservative, communities to do the right thing and fire tyrants. There is change at LV including bad cops resigning rather than face oversight. We're watching it happen now.

    I grew up in this neighborhood, and I can vouch for the fact that Ed Troyer is a bad guy all around. He's a rude neighbor, and he's disrespectful to people that recognize him and just want to say hello. This whole situation was just karma coming to collect.

    We need to end Qualified Immunity, hire locally whenever possible and have civilian counsels including civil rights lawyers to decide if they need to be prosecuted and not their own DA and cop buddies. That's like having your own friends decide if you should be prosecuted.

      Totally agree, remove qualified immunity and make them carry indemnity insurance. Overnight false allegations and police negligence will be eliminated. All compensation should come out of that coppers pension and not the city’s.

If the police shut down for whatever reason, they'd break out the military, they wouldn't just say "arm yourselves, you're on your own". We have to be realistic.

      Nobody questioned his qualifications to by Sheriff of Pierce County in the first place. Since he was the PIO while Fox produced the show COPS, he had face time and was appointed by council despite his lack of administrative experience and LEA logistic skills, being a PIO. His staff described him as petty, punitive, arrogant, vindictive, and petty. I'm not kidding. I know people who work for the county, in his office. He's just a typical boomer who believes he's superior to everyone else. His appointment was controversial for many in the county.

      In the moment of reporting whether it’s a stressful situation or not, you have to pull yourself together and delineate your side in a way that’s going to work to your advantage. Your not doing yourself any favors by acting out of pocket or attacking others who have no correlation to the situation at hand

      A chief of police “friend” of mine just told me that they are trained to say certain things to illicit a violent response so they can arrest and justify it!
      “Relax” “ calm down”. “ you are acting under the influence” “Heres the deal”. “You are not in charge here”. “Your not in trouble” “stop resisting”. Etc.,. DISGUSTING!!!!!

      I believe this situation was racist, I feel it's more of an us v. Them. Sad really when they feel they are somehow above the law and in alot of situations unfortunately they are, because they aren't held accountable. The city they work for just covers and pays for terrible policing with very little training

At the beginning, the cop who was sitting on the passengers side shouted for him to stop reaching for stuff, when you can clearly see his hands are still held out in front of him from the body cam, and that his hands are clearly lit up. That officer was clearly trying to escalate the situation to cause a violent confrontation. And also, they clearly state if he’s not telling the truth it’s “lying” but if the sheriff was, it’s a “misunderstanding”.

      Racism definitely plays a part but I don't think it plays as much of a role as most people think. It doesn't matter what race you are the cops will always find a way to abuse you. They all have massive egos, are super socially soft, corrupt(always cover each other), and are incredibly ignorant(especially when it comes to law). The issue seems to be that we currently are recruiting self absorbed individuals that are interested in violence(they may not be violent people but ask any officer and they typically are the types who get into owning guns without learning about guns, are into fighting, watch lots of violent movies and are hyper-interested in all aspects of the military[yet they dont join it which gives most psychologists the impression that they fetishize violence]) who desire power and have poor legal education. And then pile on the facts that their organizations are designed to have them enforce orders unthinkingly, even more so than the military, and there's are no repercussions for them; really makes the situation fester into something far worse. personally I think we need to have a mass review of all officers and any officers who have any complaints or lawsuits against them as well as suspicious reports should be sent to a new supervisory court that either has the option to give them 20 years minimum or public hanging(wish we could just hang em all but we gotta be fair) and then from there recruit a new force with people who get 6 years of training from psychjology, to social interaction to law and then lastly use of force otherwise we will always be plagued by them.

    The real problem here is that instead of calling the Sheriff out and doing the right thing, every cop on scene was trying to create a reason to take the man to jail, from the cop trying to set up a disorderly charge by saying stop yelling at him, to the cops performing an illegal search of his car. They were trying every cheap trick in the book to find a reason to arrest him.

    Old Sherriffs like this are so used to never having their word questioned & lying whenever they want that once they are retired, it's a huge slap in the face to them that they never see coming when they are - for the first time ever - questioned or held accountable for their lies.
    I prefer for law enforcement or ex law enforcement (if service over 1 year) to get DOUBLE the time for any crimes because they should be held to a higher standard. That & individual insurance that pays the lawsuits would have bad cops removed almost overnight once the insurance company, after looking at their personnel record, deems them "uninsurable". Boom... ad apples gone. Good apples know they screw up & catch a lawsuit that is settled has their premiums going up.

    Pointing a gun is a criminal offence or a felony assault , Maybe attempted murder . Filing a fake police report needs to be looked into and charges on the caller .     I don’t normally get upset seeing videos of government actors violating citizens constitutional rights but this one and the assistant district attorneys in the Kyle Rittenhouse case have gotten under my skin as of lately. I hope this gentleman receives a large enough settlement so as he has no need to deliver another newspaper ever. I’m also hoping that the Rittenhouse case DA’s are disbarred and see the justice they rightfully deserve. West Virginia law enforcement are another group that needs justice to clean them up.

    Thankfully he was approached by pretty rational and level-headed officers. Usually this man would have gotten the standered police protocol treatment of officers yelling and screaming commands, and if not obeyed deploying paper spray and tazers, chokeholds and handcuffs. Then once that was done then they would figure out what actually happened. Personally I believe that was what the Sheriff wanted to happen here.

    These sheriff's are out of line. My boss and our company bought land (200+ acres) in Garfield county Utah, right next to the sheriff's land. We're starting a camping experience and shooting range, and the sheriff had been caught on trail cam once, and his deputies twice, cutting the lock on the gate, trespassing on our land.
    Our companies fleet of vehicles are purple and they know when we're in town and they follow us, try to intimidate us and have even tried to id all of us after eating at a restaurant when we first started going there. We all carry weapons and it can be a scary situation with all that wilderness.
    The sheriff is already under investigation for drug dealing, embezzlement, extortion and had even forced at least one iron off of his land. I believe most sheriff's are corrupt.

    Apparently the Chief County Doughnut Dumpster wanted to SWAT the newspaper carrier, but his motive was never discussed. He knew full well that identifying himself as the sheriff to the dispatcher and claiming the suspect threatened his life would bring the full weight of every LE agency in that region to bear. The only question, as mentioned, is why he did it. I can promise that I would flatly refuse ever to deliver a newspaper to his home again.
