@@kuwabaragriffin5429 Clearly it was. At the beginning, the cop who was sitting on the passengers side shouted for him to stop reaching for stuff, when you can clearly see his hands are still held out in front of him from the body cam, and that his hands are clearly lit up. That officer was clearly trying to escalate the situation to cause a violent confrontation. And also, they clearly state if he’s not telling the truth it’s “lying” but if the sheriff was, it’s a “misunderstanding”.
Racism definitely plays a part but I don't think it plays as much of a role as most people think. It doesn't matter what race you are the cops will always find a way to abuse you. They all have massive egos, are super socially soft, corrupt(always cover each other), and are incredibly ignorant(especially when it comes to law). The issue seems to be that we currently are recruiting self absorbed individuals that are interested in violence(they may not be violent people but ask any officer and they typically are the types who get into owning guns without learning about guns, are into fighting, watch lots of violent movies and are hyper-interested in all aspects of the military[yet they dont join it which gives most psychologists the impression that they fetishize violence]) who desire power and have poor legal education. And then pile on the facts that their organizations are designed to have them enforce orders unthinkingly, even more so than the military, and there's are no repercussions for them; really makes the situation fester into something far worse. personally I think we need to have a mass review of all officers and any officers who have any complaints or lawsuits against them as well as suspicious reports should be sent to a new supervisory court that either has the option to give them 20 years minimum or public hanging(wish we could just hang em all but we gotta be fair) and then from there recruit a new force with people who get 6 years of training from psychjology, to social interaction to law and then lastly use of force otherwise we will always be plagued by them.

Audit the audit sent me, subscribed. Also, holy shit, I recognize that cop! I live in Seattle and he's been on tv a lot. Just proof of how engrained racism is in police culture. Western Washington is one of the most progressive areas in the country, yet a public figure in the police department can openly demonstrate his racism by lying about and harassing an innocent black man.
The police officer that said stop reaching for stuff dude needs to be suspended. He never once reached for anything and had one hand out the window and the other on the steering wheel. This is how things get escalated and get citizens shot.
This entire situation is a disgrace. This dirtbag sergeant deserves to be sued into oblivion and made to pay a huge settlement out of his pockets and pension.
The real problem here is that instead of calling the Sheriff out and doing the right thing, every cop on scene was trying to create a reason to take the man to jail, from the cop trying to set up a disorderly charge by saying stop yelling at him, to the cops performing an illegal search of his car. They were trying every cheap trick in the book to find a reason to arrest him.
Old Sherriffs like this are so used to never having their word questioned & lying whenever they want that once they are retired, it's a huge slap in the face to them that they never see coming when they are - for the first time ever - questioned or held accountable for their lies. I prefer for law enforcement or ex law enforcement (if service over 1 year) to get DOUBLE the time for any crimes because they should be held to a higher standard. That & individual insurance that pays the lawsuits would have bad cops removed almost overnight once the insurance company, after looking at their personnel record, deems them "uninsurable". Boom... ad apples gone. Good apples know they screw up & catch a lawsuit that is settled has their premiums going up.
Double the time for anyone who swore an oath to is paid by taxpayers to uphold the law seems like a no brainer and would be great but I would be happy just to see them charged at all for crimes they commit instead of nothing but maybe a day or 2 of paid leave as punishment
Sue that cop that yelled to, 'Stop Reaching', also. He was running cover, making it sound like he was a threat, in case they get to shoot him. That is like a cops mating call.

I don’t normally get upset seeing videos of government actors violating citizens constitutional rights but this one and the assistant district attorneys in the Kyle Rittenhouse case have gotten under my skin as of lately. I hope this gentleman receives a large enough settlement so as he has no need to deliver another newspaper ever. I’m also hoping that the Rittenhouse case DA’s are disbarred and see the justice they rightfully deserve. West Virginia law enforcement are another group that needs justice to clean them up.
Thankfully he was approached by pretty rational and level-headed officers. Usually this man would have gotten the standered police protocol treatment of officers yelling and screaming commands, and if not obeyed deploying paper spray and tazers, chokeholds and handcuffs. Then once that was done then they would figure out what actually happened. Personally I believe that was what the Sheriff wanted to happen here.
These sheriff's are out of line. My boss and our company bought land (200+ acres) in Garfield county Utah, right next to the sheriff's land. We're starting a camping experience and shooting range, and the sheriff had been caught on trail cam once, and his deputies twice, cutting the lock on the gate, trespassing on our land. Our companies fleet of vehicles are purple and they know when we're in town and they follow us, try to intimidate us and have even tried to id all of us after eating at a restaurant when we first started going there. We all carry weapons and it can be a scary situation with all that wilderness. The sheriff is already under investigation for drug dealing, embezzlement, extortion and had even forced at least one iron off of his land. I believe most sheriff's are corrupt.

Apparently the Chief County Doughnut Dumpster wanted to SWAT the newspaper carrier, but his motive was never discussed. He knew full well that identifying himself as the sheriff to the dispatcher and claiming the suspect threatened his life would bring the full weight of every LE agency in that region to bear. The only question, as mentioned, is why he did it. I can promise that I would flatly refuse ever to deliver a newspaper to his home again.
I think most for most criminals you can’t make sense why they do it. In their world it makes sense for them. For this sheriff, being a big bad, tough, ego driven sheriff seems to be the answer.

Totally agree, remove qualified immunity and make them carry indemnity insurance. Overnight false allegations and police negligence will be eliminated. All compensation should come out of that coppers pension and not the city’s.

That won't solve the problem, the institution is totally corrupt, including the courts and "just us" system..
Better to just arm all citizens.
@@watershed44 They aren't going to shut themselves down and the governments (local, state and federal) won't let that happen, so I'm talking about realistic ideas. If the police shut down for whatever reason, they'd break out the military, they wouldn't just say "arm yourselves, you're on your own". We have to be realistic.
Perhaps just act like a normal adult when encountering Police ok?
The fact that 4 armed officers were fearing for their life, while dealing with a man sit in his car with his hands in plain sight, speaks plenty.
Poor guy just trying to do a simple job probably not getting paid that much either and has to get harassed by the sheriff.
The paper carrier should have been released in the first two minutes. The lying cop should have been arrested in the first two minutes. They think the news paper man should calm down! All of these so called peace officers should be fired. For taking so long to "figure out what's going on". Idiots. I hope the victim gets the whole 5 million. I saw the video a long time ago. Great Update!
So, did anybody think to evaluate Troyer's level of intoxication that allowed him to mistake the paper boy for a prowler?
Yeah, didn't think so.
No he's just an actual racist. They're more rare than media portrays but he is 100% one
Nobody questioned his qualifications to by Sheriff of Pierce County in the first place. Since he was the PIO while Fox produced the show COPS, he had face time and was appointed by council despite his lack of administrative experience and LEA logistic skills, being a PIO. His staff described him as petty, punitive, arrogant, vindictive, and petty. I'm not kidding. I know people who work for the county, in his office. He's just a typical boomer who believes he's superior to everyone else. His appointment was controversial for many in the county.
He was smashed when he was talking to the dispatch. No DUI charges or even questions because his buddies muted their body cams!
@@justislugga He most likely was drunk. This cop knows his paperboy but not that night. That's why they turned the cameras off.
@@justislugga He may well be a racist; but there is nothing here that would confirm that. Do you think he would have acted differently to a white paperman under the same circumstances?
What really gets me mad is,the cops keeps telling the man to calm down..he's allowed to be mad,he's out working a cops lies about him and he surrounded by cops, and he's supposed to keep calm..😡😡😡😡
Funny how the officer can just lie deliberately, and then just "retract" his statement later. Any other person would be in cuffs for abuse of the 911 system and waste of resources.

It frustrating when police spend an extra 10 minutes to lecture the person on why they're justified in what they do.
That part drives me CRAZY
Instead of apoligizing, keep the person detained talking bs.
Justifying a wrongdoing under the guise of "investigating an incident"
Smh 😡
I agree Chewy. Just JUSTIFY as if the person is 2 years old. The just LUUUUV their own voices.
That cop knew he was delivering shit, he intended to get this man killed. The cop should be arrested, and charged with attempted murder!
😂😂😂
They're newspapers. . . . not shit
The most sickening thing about this whole thing, they were still trying to get him for something for doing nothing. Wow!
He automatically win his lawsuit because the cops didn't record the other conversation ! How convenient ? They have body cameras and they don't use them supposedly ? They should lose double any lawsuit if the camera footage magically disappears or wasn't recorded , it's a total sign of guilt..
Cops turn off the camera, no pay and no immunity
The guy is out making an honest buck, and gets nothing but grief for his efforts. Deliveries of any kind are not easy. This guy was truly wronged by the Sheriff
The sheriff is a little man with low testosterone and a massive ego.
Cops get a call, fine. Cops resond to the call. Fine. Cops realize there's no crime happening.. but don't let the guy go immediately.
It's like they can't bring themselves to admit a mistake.. so they make things worse.
Once they make contact and realise there was no crime, they're obliged to go fishing.
This should have been completely over @4:15
It wasn't a mistake, it's malicious and false reporting by the sheriff, they should have arrested the sheriff.
3:52 cop yells for him to stop reaching for stuff and we can clearly see his hands are still in the same spot the whole time. Sounds like the cop was trying to create an excuse to pull his weapon.
Seeing as how the Sheriff was off duty he should be charged as a person of the public.
I hope he does end up in jail and gets more time added everytime he acts up.
A Sheriff is NEVER off duty.
No he should be charged as a corrupt officer abusing his powers of authority.. which is worse .. he Knew what he was doing and purposely lied and abused his resources.
He should be charged with attempted murder because that’s exactly what he was doing and being a cop he KNEW that. And being on duty doesn’t give anyone a pass or at least it shouldn’t.
@@marquisdelafayette1929 He would be in jail if it were up tp me.
This sheriff is a disgrace. His whole town wants him to resign. Seriously, the whole town. But his ego and his addiction to his power won’t let him. Disgrace.
Another Aubrey case he's in danger but he follows Cedric! What if the cops showed up started shooting!
Any normal person would be annoyed and agitated. So I hate when cops say, relax. They’d act the same way if roles were reversed
In the moment of reporting whether it’s a stressful situation or not, you have to pull yourself together and delineate your side in a way that’s going to work to your advantage. Your not doing yourself any favors by acting out of pocket or attacking others who have no correlation to the situation at hand
Telling someone to relax that is upset never works. I would argue it makes it worse.
@@adamn5821 maybe the wording is choice, but the sentiment should remain the same.
A chief of police “friend” of mine just told me that they are trained to say certain things to illicit a violent response so they can arrest and justify it!
“Relax” “ calm down”. “ you are acting under the influence” “Heres the deal”. “You are not in charge here”. “Your not in trouble” “stop resisting”. Etc.,. DISGUSTING!!!!!
@@liquidlinda2708 I doubt that very seriously even if that was the case no real “Chief of Police” would openly just admit that to the next person in a conversation
Ive worked 5 years to end this guy's career and a frightened, brave black man does most of the job in one fateful night. Mad respect for this brave man. Troyer is the worst of the worst.
What’s incredibly irritating about this is these clowns who are getting paid a lot more than this man are stopping this man from making a paycheck. They should all be ashamed.
3:48 cop - “STOP REACHING!!”
This cop needs to be let go asap. You can clearly see his hands never moved a inch from his steering wheel.
He really shouldn’t have left his window down and door open. One of the officers could have easily planted something, then claimed they could see it from outside the vehicle.
I am convinced that police operators, dispatchers and radio chatter between cops is a game of escalation, paranoia and exaggeration.
Well at least the AG is charging him. Hopefully he actually he is found guilty. I also hope this guy wins his law suit.
Keep fighting the good fight, LL! Thank you for your work
"Don't yell at my boss. Even though he just falsely accused you of felonies. He might feel threatened again." Policing in America is so sickeningly racist and NO citizen should be treated that way This poor man should have sued the sheriff to bankruptcy.
I believe this situation was racist, I feel it's more of an us v. Them. Sad really when they feel they are somehow above the law and in alot of situations unfortunately they are, because they aren't held accountable. The city they work for just covers and pays for terrible policing with very little training

@KNIGHTOFELEMIA I know. It's a North America thing. Why do we have so many insecure bullies with little weenies?
At 3:50 “stop reaching!” He was literally NOT reaching for anything. His hands were in sight the whole time. That cop is a time bomb just looking for a place to happen.
100% respect for the officer who detained Cedric, he was calm and respectful.
He kept him way too long. This whole thing should have taken 2 minutes.
What the real obstruction of justice is, the cops not recording the sheriff's conversation about the incident, which makes these cops as guilty as the sheriff.
The cops try to sweet talk him after they know there in the wrong to try to make it seem like he’s getting off easy is ridiculous
Newspaper man needs to get a restraining/protective order against the sheriff.
You need to file a harassment charge against the sheriff
Audit the audit sent me, subscribed. Also, holy shit, I recognize that cop! I live in Seattle and he's been on tv a lot. Just proof of how engrained racism is in police culture. Western Washington is one of the most progressive areas in the country, yet a public figure in the police department can openly demonstrate his racism by lying about and harassing an innocent black man.
Shocking another dirty cop. No one should be protected from prosecution like the majority of crooked cops. Worse than thieves.
The police officer that said stop reaching for stuff dude needs to be suspended. He never once reached for anything and had one hand out the window and the other on the steering wheel. This is how things get escalated and get citizens shot.
Ppl like this have no business being in a position of power. They are a danger to the public.
Then why do voters vote for people like this?
This entire situation is a disgrace. This dirtbag sergeant deserves to be sued into oblivion and made to pay a huge settlement out of his pockets and pension.
The real problem here is that instead of calling the Sheriff out and doing the right thing, every cop on scene was trying to create a reason to take the man to jail, from the cop trying to set up a disorderly charge by saying stop yelling at him, to the cops performing an illegal search of his car. They were trying every cheap trick in the book to find a reason to arrest him.
He knowingly risked that man's life, and gets a misdemeanor
I like the idea of additional time for LEOs for crimes committed on duty.
Double the time for anyone who swore an oath to is paid by taxpayers to uphold the law seems like a no brainer and would be great but I would be happy just to see them charged at all for crimes they commit instead of nothing but maybe a day or 2 of paid leave as punishment
I hope he gets paid big time this is outrageous
Amazing how they forgot to record the sheriff
Sue that cop that yelled to, 'Stop Reaching', also. He was running cover, making it sound like he was a threat, in case they get to shoot him. That is like a cops mating call.
I want applaud the Attorney General for filing charges against the Sheriff
The paper guy is taking the situation in stride, he is way more understanding than I would be. The sheriff sounds like he is afraid of his own shadow.
The sheriff should have to pay any settlement out of his own pocket and I hope it's a lot!!
I’m sure the viewers figured it out in the first minute, but instead of letting him go, they have to “figure it out.” Ridiculous stop for a citizen doing his job, which I’m sure they “figured out” right away. Ego is a helluva drug.
Yea, the cop kept asking the same question several different ways to get Cedric to slip up.
Cops, eternally "tryin to figure out what's going on"
What’s scary is once they found out they were in the wrong, they start trying to find anything they could charge him with so he couldn’t sue. Should always be in mind when dealing with LE
I saw this before and I still say the sheriff was over the legal limit and should have had a breathalyzer test done and the results shown to the man delivering newspapers.
Glad to see movement for the corrupt Sheriff get charges brought up against him, but I'm concerned it won't follow through because the political system and justice is heavily corrupt enough to prevent it.
No one is as free as a cop. Blatantly break the law, and be minimally sentenced
Look at the lives this sheriff put in danger with all the units responding!!!
Finally, an AG who is doing the right thing by filing charges.
Great video, I am glad there are consequences for the deputy. I am glad he is pursuing a civil case as well.
Any situation like this since the officer was off duty, he/she should be liable for any damages, not the taxpayers.
Just read a article on this incident and of course the scumbag liar has to resign what a joke I’m sure he will receive his full pension smh .. he needs to be held accountable
Pointing a gun is a criminal offence or a felony assault , Maybe attempted murder . Filing a fake police report needs to be looked into and charges on the caller . He keeps telling the cops what he is doing but they won't listen . The cops keep asking the same question over and over . Figure things out over and over .

It’s a trick. Good one would’ve left body cam on the whole time
One cop said, "Stop reaching for stuff!" I did not see the guy reaching. Did anyone?
The cop talking to him was professional and willing to listen. He should be a trainer.

Now let's start charging Karen when she makes false reports.
