The Old Guard is the Army's official ceremonial unit and escort to the president, and it also provides security for Washington, D.C., in time of national emergency or civil disturbance.

So we have the colour guard of the commander and chiefs guard has the correct Charleville as the rest carry the brownbess and not that but also not have bayonets fixed while stand as colour guards. The commander in cheif did make a order at the time to march with bayonets fixed and commonly for the colour guards of are period always kept bayonets fixed, or any form of guard detail. Be pickets, standing guard or acting as flag guards.
The 3rd is some of the best, without a question but when it comes to the historical stuff such as during the times of the Continual army and congress, is lacking in both drill and dress. Its one thing to wear a uniform and wear a costume. In the manner of its fitting and look. best thing they do have is the coats as I wear one myself, just the overals do frustrate me to see them flutter about and the "Cocked hat" not being worn cocked but yet a older style tricorn.
