Bones228 They aren’t even police officers! They are what we refer to as the “plastic police”, the Police and Community Support Officers! Basically, civilians in a uniform, hired on the cheap (paid less than a junior/rookie police constable), to do the jobs that the police are supposed to do, but can’t be bothered to. They have no greater powers than any other civilian. They have no powers of search or arrest. For that they have to call the actual police! So they are not only a waste of tax payer’s money, they are a waste of resources and man power. I always wonder why these people who go around pretending to be the police, don’t actually join the police force and be done with it!? They’d at least have a modicum of credibility then.

Ask them, "Am I being detained"---- If they reply, "NO"---- Tell them, "Goodbye." Any further interference with your LEGAL RIGHTS to public photography is police harassment, and they can be taken to court.
As for the guy coming over from the building, standing in front of the camera, then complaining he doesn't want to be filmed, well, that's just plain DUMB, I hope he's not in charge of anything more complex than cleaning toilets in there?

Seems to me the only bit of training they remembered is to spew shit, and to continue spewing shit even when they're proven themselves wrong, then threaten to harass by stalking you until you leave. Hopefully they see themselves on utube and LEARN from their embarrassment when reading the replies? They failed a building site security job test, so became coppers instead!

PCSOs have no authority to arrest anybody. They don't have warrant cards. Real police are called 'Warrant Officers' because they do have warrant cards and they can arrest you IF they have 'reasonable cause'.
Good video. As a photographer and member of the RPS I can tell you that PCSO's are not allowed to ask to see anything that you've videoed/photographed, real Police can, but are not allowed to delete anything. Keep up the good work.
Real Police can ask but it doesn't follow that one must comply with said request.

To be fair toilet cleaners do a harder job than most. Just knowing that you are employed doing something that is both menial and unrewarding takes more grit and strength than your average job. I've never encountered a stupid toilet cleaner. Though most wealthy people I encounter seem to be dangerously lacking in both intelligence and sophistication.

Passing the test is a failure. Passing the test might indicate you are capable of rational thought and might know something about rights and laws. That would immediately indicate you'd be useless as a police officer, pcso or constable. I'd recommend applying to the council for a street weeping job if you pass a police test and get disqualified from joining for doing so.
There are no tests to be a PCSO except breathing and checking that you know nothing about the law .

I'm old enough to remember when these PCSOs types being called 'Specials', a very apt title that should have been kept considering what Special means nowadays.
How old are you, 5? Only assuming that based on the fact you can put a sentence together! Special constables and PCSO's are completely different. A special is a warranted officer with full constable powers but works for free, a PCSO is a full time job also with a range of powers, not as many as a constable but enough to detain suspects and get the job done, despite what people think

You do a good job trying to educate them despite them not being receptive to such education.
It is disgusting, however, that they are given these jobs and sent out onto the streets without being educated on the very issues they are dealing with. The problem lies with higher internal management and not necessarily with these on street idiots.
When someone in a public place objects to having their photograph taken, it should ring alarm bells.

This encounter is proof that there should be a qualifying exam and an I.Q. Test before anyone is given employment as a pcso. But, they were both polite, and he checked and apologised for the error they made. Good guys instead of villains.

Lol You can't educate them. You could stand there all day reading Acts of Parliament, Human Rights,Case Law and Laws to them and they'd reply every time "no it's not". I did it last Friday when stopped in Scotland for "A documents check" (Legal in England and Wales but not in Scotland). I read out Scots Law to him quoting my "Right to go about my lawful day to day activity without let or hindrance by those in authority". He just couldn't grasp the concept the law restricts his ability and opportunity to use his power on a whim. I actually had the law book in my hand and was quoting directly from it. He insisted it didn't count because the legislation said he could.

They get paid about 22 grand a year and have no more knowledge of the law than my nan. Why we persist with these people I just don’t know. It’s embarrassing. If they can’t deal with this how would they cope with something major?

It amazed me that she agreed that no law as being broken but they continued to side with the security guard, inventing all sorts of spurious laws and reasons that he should not make images - and to demand that he deletes images he had already taken.
I actually had to watch this twice before I could believe what I had just actually watched.

The PCSOs and the police should have instant contact with an impartial solicitor or some other legal body that can interpret the law. It would save time and money especially for instances like this and bailiffs and every other body that think that the law is there to be used for their own ends.
I just love this story. You are explaining things to them as if they are five year olds, and they are totally unaware of the fact. I am very sure that these two PCSO's have really good intentions in giving their community something back and generally doing some good. It is entirely NOT their fault that they have been sent out into the community with very little of absolutely no training. The fault lays with their management fair and squarely. They seem like two very nice people thrown in at the deep end, and trying their level best to do their job. I feel really sorry for them.

i was a security guard for nearly 30 years and kept up to date with laws that way i didn't go up to any members of the public and ask stupid questions.
It was the fact that security didn't want their/his face caught on camera...perhaps he has something to hide... Is he planning something spurious...???

And BTW, I've been challenged on numerous occasions whilst photographing in public places. My stock reply is thus; "If I were a terrorist/spy/criminal, do you think I'd choose to use this bulky $2,000 full frame Nikon rather than a camera disguised as a ball point pen that I can buy on Amazon for less than $30", and can operate, hands free from a breast pocket, unnoticed. To be fair, that's probably a bit of a toughie for a PCSO.

A friend of mine took the test for joining the police force he told me that the black and asian applicants went to another room and took a different(easier) test

Thing is that back in the day Norfolk Police had PCSOs, and at least one of them was definitely dumber than these ones put together! Her name is Bethany Slaughter, she used to be a PCSO for the Norwich Operational Partnership Team, and she now works as one of Norfolk Police's Mental Health Coordinators.
