This happens with the full connivance of container operator and the lapse of customs inspectors. As per the rules of customs, the container had to get loaded within a reasonable period of reaching the factory and has to be inspected and sealed by the customs inspector, after sealing. If it's self sealing authorized by the customs, after loading it has to be sealed and once return to the yard, the container lock will be broke open in front of customs inspector and after random verification, it will be again sealed and further formalities will be completed by the Agent. The container has to return to the yard with in 12 hours if it's within the Customs zone or 24 hours if it is away from it. So in this case the container operator might also be involved and the investigation had to imply them also in the case. The customs should also investigate as to how this could happen as the container has not been inspected by their inspectors once the container reaches the port.
The names of people involved is purposely avoided. Can the people know.
