It's a sample that's been used in a ton of other tracks as well. The earliest song I know that uses it is "Inner City - Good Life" and I believe it was originally sampled from "Nitro Deluxe - Let Get Brutal". There's a video on youtube that shows exactly where the sample came from, just search for "Inner City - Chord Sample -"
