So can’t say that it’s feces because they know inspectors could be right around the corner and they can get fined for not disposing waste at the right treatment facility. So waste water from septic tanks go to the treatment facilities and the sparkling water waste can go in the sewer

Any discrepancy warrants BIG fines imposed per estimated incident. And this prideful company should cheerfully cut the check and submit some bad actors to the local jail.

Literally thousands of barrels of forever chemicals with enough potential to poison all of our water ways. I've seen stories like this before where septic trucks are contracted to remove water from flooded construction sites that can be dumped into normal storm drains. Being daylight while this is happening, I would HOPE that something like this is the case, but yes some people are that stupid to do this during the day.

In an area like that it is not hard to tack weld the lid on that manhole. It's actually common practice to do that because the weld is easily ground off if they must have access to the manhole. It keeps kids away as well. There is a chance that there is monkey business between people in the sewage authority and this septic pumping service. I could think of a different way of doing this where the chance of getting caught would be negligible. Chances are there's monkey business here.
Security cams show that alley? You can bet every time a honey pot truck drives into that alley and remains for any period of time…they were illegally dumping. Up to 5 years in prison PER OFFENSE…could end up with guilty party imprisoned for decades if numerous counts can be proved.
Clogging sanitary sewers by overloading them is also destructive. Waste disposal codes exist because humans are naturally untrustworthy and don't care who they poison. Organized crime has been famous for toxic dumping since early last century, notably the Mafia.

If you have a septic system you don't pay the sewage tax on your water bill. These people bill owners for disposal of this which is supposed to be done at regulated dump zones. Even if this was a sewer drain and not a storm drain this is not the proper place as our tax dollars don't pay for these losers to dump for free.
