im not really surprised...my dad was in the navy, he said military strict about phobias of any kind...but its sad he wasn't able to participate...hopefully he'll be back when the do something else tho...

Because he has a phobia of water, and the Navy is basically about the sea. The military is strict about this, if you have a phobia that is linked to the unit that you want to do like Sam did ( the navy ) they will reject you. You are seen unfit for it.
Also I’m sure he was unable to swim and or pass the swimming classes from the previous episodes

SSU stands for Sea Salvage and rescue Unit. It’s just not possible for him to learn how to rescue when he fears swimming
