If you're just learning Python for ethical hacking, I'd say you need to strike a healthy balance b/w learning too little and digging a bit too deep. Learn _sys_ and _os_ module very well as they are very useful in hacking and interacting with your operating system. Other than that, I think you should just learn other things on a basic level. One mistake people often make is that they just keep on learning Python and never get out of their tutorial bubble. Don't do that.

Bro, you can buy any decent laptop with at least 12gb ram, latest i5 processor. Hard drive or ssd depends on your choice. You get large storage with hard drive and less with ssd, let your budget decide.
I work on lenovo ideapad 330, can handle virtual machines. You can buy one with 8gb ram and just put in it extra ram in the free slot.
To make things simpler,
If your budget above is 50k, a good gaming laptop is best choice for overall things. Gaming laptop can handle your day to day tasks easily, and since it has GPU that may come in handy when you do some intermediate level penetration testing.
