There are a ton of fishing piers around the state, most are run as part of the state park system that are free, but the park will charge an admission fee and there are also commercial piers that charge for the privilege of casting your line into the water. In my area of Maryland, the Eastern shore, Ocean City has a slew of places to fish including two fishing piers. They're also a number of places that are free fishing - this means that you don't need a fishing license to fish there. You also don't need a license to fish the fishing piers that charge money anywhere else you do need a saltwater fishing license q such as the spot called the inlet which is off the boardwalk in the parking lot for the boardwalk. You will find a number of anglers lined up at the fence trying their luck. Crisfield Maryland has a fishing pier that doesn't charge. There is also surf fishing including the beaches of assateague Island, a part of which is in Maryland and another part in Virginia. Watch their video on how to find fishing spots using Google maps It is brilliant and it will give you a lot of places in Maryland to fish without a boat - of course, there are a number of anglers here that are using kayaks - which has a number of advantages in that a kayak costs a lot less than a boat. You might have luck looking on Facebook q marketplace for an inexpensive or free boat. I just looked and there are some free boats available, they could take some sweat equity to get up and cleaned up and ready for the water, they are another possibility. That is strictly saltwater fishing, and there are lots of places to fish freshwater. I live in Pocomoke and there are two places that you can fish the Pocomoke River and both places are free docks where you don't need a license. Shad Landing located in Pocomoke River State Park in Maryland is another place to fish the Pocomoke River, but here you will need a fishing license which you can get online and if you were senior it only cost $5. The fishing license will also cover saltwater fishing and fishing in the Pocomoke River which also requires a special license.
