It is the other way round, I think.
She adds water into water colour and nail polish remover/sanitizer into the acrylic paint.

honestly i don't know if gonna work all the time also the solvent you are using to make softer the paint can totally obliterate the acrylic medium / attaching agent .
For example poster paint often have a acrylic or mix of vinylic glues as adhesive agent that will let the paint stick to the support.
When you use acetone (the real solvent on nail polish usually is that one ,work also pure and it's really useful to clean brushes ) in theory you totally destroy the adhesive power .
There are some retarding / blending medium that use the same concept to make the paint dry slower but if you use too much the paint film will crack when dried cuz not strong enough .
I don't know about the usability honestly and if they will last a lot of time on a painting but for sketches i think its a good way to reuse old dry out paint .
I like to collect paint and it's a bad habit in theory we should use directly all the paint we buy but it's so much more expensive to buy ultra tiny tubes u.u.
