I love my cheap harbor freight meter. I got it for free and didn’t really expect it to work. I’ve had it now for years. The leads are garbage but the meter actually works.
Even a dead battery will show nominal voltage (12.7V) when measured open circuit. If you want to test the battery, you need to test it under load. If the starter is turning, then you can do this by testing how low the voltage drops with the starter turning. If the voltage drops below 9.6V while cranking , then you should replace the battery

Absolutely, always load test.
I've had one of these for years and it's never failed me.
Mine is pretty old and gets banged around quit often yet still works.
