I agree, wish I knew there was an organization to call if my pet got into trouble like that. I've written about it before but, as an owner of Great Danes, we hike around local trails and fields. Several years ago on Easter Sunday we (my senior, arthritic boy and young, scared of water female) were skirting around the edges of a field because they were swamped with mud. Lots of snow melt from a brief warm spell had swollen the river nearby. Unfortunately the old boy stumbled and rolled down a bank into the turbulent water. At first he thought he could just swim back to the bank but in a blink he looked up at me with terror as he began to be swept downstream and pulled under. There was zero question what I was going to do, being a very strong swimmer. As I dropped my legs into the river to lower myself down, it dawned on me just how fast and cold the water was. No footing along the banks since water levels were so high. All I could think, Loki having a blue Grey coat, would disappear as soon as he went under and I would never be able to find him. What a leap into a very very uncertain situation, as I now knew it was too late to turn back and my swimming skills might not help much.
We were swept out to the middle, as soon as I grabbed his collar and lifted.... I'd go under. Wrapped one arm around his chest and swam for our lives for the bank. Went under about 4 feet at one point and was sure I'd drown with my beloved boy. The thought of his death gave me one last surge to fight and grab a tiny sapling along the bank. Heaved him as best as my 50 year old lady arms could manage, enough for him to pull himself the rest of the way. Poor girl, Mira was frantic as I dangled by this twig, too exhausted yet to pull myself out. Again, the thought of her being so far from home if I couldn't get out was enough for me to do one last impossible lunge onto the bank
I know how crazy this sounds but I couldn't have lived with myself knowing my own misjudgment cost my dogs life. To just stand helplessly by and watch him drown was unthinkable. Lesson learned. We never walk near the river except for summer and only in safe, shallow places. Understanding the nature of water in different seasons is vital. Even remembering how water rescue pros deal with fast running water, angling towards the banks and not fighting the flow. That's what saved me. That and utter devotion to the welfare of creatures totally dependant on me

I used to live in Florida. On a particular stretch of beach for about one month out of the year no one could go swimming. It was one of the few areas where there was enough surf for some surfing to take place. During this month surfers could not surf in this area. At the same time, mothers with children flocked to the beach as soon as they learned that the Newfoundland has returned. I can’t remember her name, but she was a sweetheart. This is before cell phones, but the word still got out whenever she was at the beach. Small children were extremely safe. They could play in the surf as it left up to their feet if they wandered into the surf, she would be there to guide them out. Also, children cannot fight. She was there to break them up. Families with children wished that she would be there year-round or at least all summer long. The beach house, according to rumor, was rented every year for a month in the summertime by this family. You could see the beach from the windows, and I’m guessing as soon as people showed up, she made it clear where she needed to be. Yes, there were leash laws that were enforced. But she seemed to be an exception. I don’t think animal control would dare to come on the beach to haul her away. When there was no people or children, she always return back to the house. I can’t remember her name and it’s so frustrating.

Chipping your dog/cats makes more sense than a license that they wear around their neck. With the chip, it is possible to track the dog and their vaccination record as well as any medical problems. If one of my cats or dogs gets out, and they are scammed, they’ll be able to contact myself or the vet and find out if they’ve been vaccinated, not to mention, I will get my babies back.

don't discount chronic illness/caregiver fatigue, the ungodly force that is barely finding the time or energy to care for oneself can lead to some seriously abysmal looking dogs (and some coat types will just mat bad and fast so it might not even be a long time of neglect)

The punishment must be harsher for the owners of these dogs that are staved and mistreated , they need to spend some time in jail and higher fines , if the punishments were harder maybe people would be less lightly to do it and hand the dog in to the RSPCA if they can't look after the animals , it makes my blood boil there is no need for this cruelty

It’s the laws that make it possible. Anti-cruelty laws have to be enforced. Dogs have so many laws. If your dog makes a reasonable person feel threatened, you can be fined loads. As the owner you have to be responsible or face fines or court action. I’ve been to places in Eastern Europe where they have packs of dogs and dogs roaming around. It’s terrifying. Followed by a pack of strays snarling is scary. The strays are better, they’ve always been stray and see humans as having food. It’s the ones trained by humans to be vicious who are the worst.

It seems the U.K. has better (stricter) animal welfare laws, AND they enforce them, which is half the battle. Also, because they have gun control laws, inspectors don’t have to be as concerned that they could be shot on a call. In the U.S. the equivalent agencies go in with a police guard, and many States, particularly Red States, have very few protections for animals. There seems to be a back-yard Breeder every 50 feet. It’s sheer bedlam.
