I've been coding php since I was like 13. And locale-insensitive string manipulation functions is nothing new, not even close.
I'm from Turkey and whenever I need my strings to be uppercased or capitalized I have to write the entire function from scratch. Even CSS can do it with text-transform attribute I really don't get why PHP can't.
