It actually does make a lot of sense for him to have guards even if he doesn't need them to directly fight for him they're good as very trusted shuttle pilots, They can check for bombs and places he's going to go, Make sure data security of his transmissions is on point and also they're good for dealing with any of "The little people" who get in his way. After all, Palpatine is incredibly powerful, but he's also a pretty busy guy. He's not going to go out and fight every would-be assassin. He's got employees for that

I think fom cutscenes that Imperial Shadow Guards from ps2 version are more brutal like Batman from Dark Knight when he hit Joker’s head on table.
