IMO there should be a rules official with every single group on a PGA tour event. Every shot that is even remotely odd should get an official ruling. Secondly if the official doesn't see it happen, then it never happened even if you see it on tv later.
Agreed. The game is so slow. Either simplify the rules or limit the visits by rules officials. I get that he could do an improper drop if he is clueless. But he could have dropped without being near the sprinkler also.

You are always allowed to clean the ball when you are making a drop, no matter if it's free relief or a penalty drop.
Birdie? How about a penalty for slow play. Not being able to apply a common rule in a fairly standard situation, is not a valid excuse for slow play.
Better to be safe than sorry. They usually get an official when the ball needs to be placed elsewhere. If they make a mistake it will cost them.
