I think that for not only lower level but also cheaper loadout that throwing axes would be better, and instead of taking flare pistol instead fusees, and then I would say that springfield 1/2 dumdum is honestly the best budget rifle setup in the game, pax claw is good though. Also if you do choose to run the cennie trauma with spear, you either use one or the other because if you hit the immolator in the head with the throwing spear it is also OS
