As per the views expressed here, humans can change their decisions based on other's prayers, but not God. In Moses story, God had already decided to provide an assistant to Moses and did not alter the decision, despite the prayer made by Moses. Since nobody can know in advance the plans of God, there is no way to ascertain whether Prayer to God has any impact.

lord Jesus taught us to pray to Father "Your will be done on earth as in heaven" (in our Father...)It implies that God's will is done in heaven but not on earth. Then who's will is done on Earth? Adam's experience in the book of Genesis says it is devils will. One who do not belive in devil may say it is the will and deeds of human for his own gain. For example think there is a common water way for rain water. if one man block it and some land for cultivation the rain water in the next season will bring a lot of hardships to all his neighbors. In short whatever we do against the will of God brings hardships to the humanity.
