We have low economic understanding in our country. Let me put all things in simple term: We trade with other country (most of time in us dollar - dominance of us dollar). What happen if:- Strong domestic currency - cheap import & expensive export (this things we don't want ) So now 2 option:- 1.Devaluate your currency and 2.floating exchange rate. (1 one lead to curreny war- in nutshell its not good for any nation) So we choose 2nd option (but here rbi regulate little things- for sustain current account deficit). In last- a floating exchange rate acts as an stabilizer of current account deficit. So when nirmala tai say dollar is getting stronger its true.
