I used AtlasOS (a more optimized version of Windows) and made some difference so I would recommend that. But if you want updates, don't use it because AtlasOS disables automatic updates.

Disabling E-Cores will get rid of stuttering. It works! Games use ONLY P-Cores. BUT, most games can't determine the difference between E or P-CORES, so they try to use both which in turn creates lag/stutter because E-Cores are not meant for gaming. E-Cores are solely for background/multitasking/system. Not gaming!
Bro the game does NOT choose which cores to use... The scheduler of the operating system does that for ALL processes! windows 10 does a good job at that and Windows 11 will do an even better job! Demanding processes will NEVER be scheduled to E-Cores. disabling the E-Cores will LOSE you performance, not gain any!!! Stop spreading false information! Maybe if you are still using windows 7 or XP, from the time where E-Cores where not even a thing, then maybe the scheduler won't know where to run processes. I recently switched from win10 to 11 and I can say that there is almost no difference in terms of fps. I have heard that win 11 is better for DirectStorage and HDR. But other than that, I sometimes forget I even switched to win 11, looks pretty much the same as win10.
Guys, if you are using windows 10 or 11, this guide will make you have worse performance instead. I highly don't recommend it. Works somewhat for the older systems though.

How do you do the first thing now? There's no "windows setup" app like you have here when you factory reset the computer or otherwise to choose "english (world)" it gives you all the extra apps by default now

You're doing a lot of worrying about the disk and junk files. If you're still using a physical hard drive, a $30 SSD would make your experience SO much better. None of that matters for a solid state drive.

these are the things I would do: cap your frame rate to just below what you are getting max. ie if at full speed you're getting 160fps, cap it to 140 or 150. check your windows updates are all done so they are not in background whilst you playing. Play in fullscreen mode, not borderless windowed with fullscreen optimisations disabled. Make sure you have a fair bit of free space on your SSD (I'd say 20% should be fine but that's personal) if on nvidia turn down pre-rendered frames to one or two and change shader quality to performance. Also make sure you have XMP enabled in BIOS (ie the RAM is not running a potato speed) and make sure RAM is in the correct slots as per motherboard manual and properly seated, I think its usually A2 B2. Install HWINFO and use that to monitor temps to make sure nothing is thermally throttling and if it is use extra fans or increase their speed with "FAN CONTROL" programme (it is actually called that), remove fan filter for your exhaust fans as they stop dust escaping and reduce airflow (keep them on your intakes) Reseat CPU Cooler with fresh thermal grease. Uninstall GPU drivers with DDU and reinstall (if you have Nvidia use NVCleanstall to install with unwanted features stripped out like diagnostics etc. Check your chipset drivers are up-to-date with Origin Snappy Driver. Uninstall Mcafee or Norton. Run SuperAntiSpyware and MalwareBytes just in case you've got something bitcoin mining on your pc something. After that if still problem reinstall windows using Rufus.

Get a VRR monitor, limit FPS 3 below your max refresh rate and turn on Vsync.

Why do you disable ultra low latency mode in the Nvidia control panel?
It reduces fps and reduces render latency or delay.. So it basically consumes a lot of resources but useful for online fps games like valorant or csgo
