I usually create an adjustment layer with my dimensions and drag that into the timeline so it automatically turns into a sequence.
I haven’t gone that route before but I’ll definitely need to try it. Adjustment layers are hardly in my workflow and I know they’ll help me out a lot.

Wonder if you don’t want your sequence settings to be pre-set on shorts format, how do you switch between them
You can always switch between sequence settings under File > New > Sequence > settings
1920x1080 is for horizontal
1080x1920 is for vertical.
For 4K it’s:
3840x2160 for horizontal.
2160x3840 for vertical.

Hmmm, without seeing what’s happening it might be difficult to tell. Sometimes Premiere bugs out and it doesn’t reflect the changes you just made.

how u add these neon effect on the sides of video in starting
That’s an overlay from a stock video website like Storyblocks or Envato elements. I think if you type in “Neon” a ton of option like that will pop up.
Then you just apply the screen effect to it, and move it behind another video, giving the video that neon glowing effect.

It’s worth looking into your export settings to ensure that it matches your sequence settings. Everything should be 9:16 on the back end before hitting export.
