After press F4 to go to Safe Mode but my account still here and cant log in.

You try restarting your computer and then pressing F8 repeatedly during startup to access the advanced boot options. From there, you should be able to choose Safe Mode. If that doesn't work, you may need to use a Windows recovery disk or USB drive to access Safe Mode.

"Sorry to hear you're still having trouble. If pressing F4 doesn't get you to Safe Mode, you can try another method to access it:
      Using Shift + Restart:
Click on the Start menu and then click on the Power icon.Press and hold the Shift key on your keyboard, and then click Restart.Release the Shift key when you see the "Choose an option" screen.Select Troubleshoot > Advanced options > Startup Settings > Restart. After your PC restarts, press the F4 key to boot into Safe Mode.

      2nd Method is,
      Using System Configuration (msconfig):
Press Win + R to open the Run dialog box.Type msconfig and press Enter. In the System Configuration window, go to the Boot tab.Check the "Safe boot" option and select "Minimal."Click OK and restart your computer. It should boot into Safe Mode.
