Ball goes to the person who did not initiate the ball going off the table. So, in a shooting situation, if the forward attempts a shot, goalie blocks the ball and it goes off the table, the goalie is awarded the ball; while their block caused the ball to go off the table, it was the shooter that initiated the motion.
