Could add a 2x4 frame open at the front then put upper boxes on that. Now you have a small space under the boxes and when there is something on the surface of the main box, the upper drawers can open. This will raise things about 3+ inches, but that shouldn't have too much impact.
Well not sure about 2x4s but you have given me an idea of a way to increase storage again. The drawers don't open because those top boxes have some form of a locking mechanism that when the lid is closed all the drawers are locked so I just need to modify that.
