Only rug if your horse needs a fly rug (sweet itch )or is a dark colour, if you pause at 13:32 there is a graph showing the difference in temperatures for rugs wet and dry
We use filtabac for sunblock

Yes hosed down and left wet, no scraping. Some people have added misters to their barns and the horses regularly stand in them to cool off
