I think bringing back two teams that have existing rivalries from teams in the two previous leagues would make a lot of sense from a tv ratings perspective. Let's say they go with the New Orleans Breakers and the Seattle Sea Dragons. The Breakers already have a built-in rivalry with the Birmingham Stallions. And that rivalry also has an SEC feel to it with Alabama and Louisiana being represented. The Sea Dragons have built a rivalry with at least two teams from the second and third iterations of the XFL with the DC Defenders and the St. Louis Battlehawks. Plus Seattle can help bring more exposure to the west coast. So if I had to pick the two teams to return, I'm going with Seattle Sea Dragons and New Orleans Breakers.
I love the idea of expansion don’t get me wrong, but I think the league should look at working with the MLS to use more of their soccer stadiums to garner more attendance. DC’s use of Audi Field is a perfect example of this.
I was actually pretty psyched when the merger was initially announced thinking that all usfl and xfl teams would have been kept and the season possibly lengthened. When I found out that a bunch of teams were going to be lost and it essentially kept the same number of teams I was disappointed. Yea eliminating all of those teams made the overall rosters of the surviving teams better but that was not what I was looking for S a spring league will never have star power because the star players will always go where the money is and that is the nfl.

But I think they need to check and see if the market they are expanding too is a big College Football market as well. Which could make a big difference as to whether a new team does well in that market.
Yes, bring back the Los Angeles (California?) Express and the Portland Breakers. Established name recognition for LA (they won a championship). Maybe locate Express in San Diego?
Grand Rapids, Michigan can be a pretty ideal place for a UFL team since it's a well established football city and it could be a perfect rivalry with the Michigan Panthers

My city Atlanta may already have the Falcons, but I'm a little concerned about bringing a UFL team to the ATL because I'm worried it'll draw away some of the Falcons fans

I don't think San Diego will happen. They have a stadium, yes, but MLS and NWSL play soccer there, and the MLS team has priority on scheduling. The NWSL Wave had to move a home game from San Diego just a couple of months ago because of the condition of the turf after a couple of SDSU football games. It's not going to happen in San Diego, as much as I would like it.
Bring back the Breakers to Portland, back in the day they were packing the stadium for a mediocre team. Back in the old USFL the Breakers failed in New Orleans, no fans, as I said when they moved to Portland the 28,000 seat stadium was packed even through they lost the team superstar Marcus Dupree in like the second game to a season ending knee injury.
