Actually it's not like that in real. Headlamp led is blinking at very high rate in real life, which can't be perceived by us. But if the camera is capturing frames at a rate close to the blink rate of led, then this phenomenon will be seen in video ( also called as stroboscopic effect, similar to beats in audio taught in class 12 physics).
