Ñemby is very cheap, but infrastructure is not great.
Luque and Fernando de la Mora are glowing very fast, so you will have issues finding reasonable prices in houses/apartments.
Capiata is the fartest city them all but everything is very cheap.

When arriving at the airport you can select "Multiple Entry Visa", pay $160 for US citizens, (differing rates different countries) and you can stay for 10 Years. This seems to be the simplest and easiest to get started from what I've read from the Gobierno de Paraguay website? 1. I’ve read that Paraguay doesn’t allow double citizenship (in case one is interested in going through naturalization process), how about it ?
    2. Is there minimum monthly (or yearly) income requirement once you obtain the temporary (or permanent) residency ?
    3. Is permanent residency a lifetime document ? (as some online resources are saying).
    Thanks a lot.
