The ruins where made by Ancient Humans which where around even before the Forerunners and helped said Forerunners with there tech, they where much larger then a normal Human, easily twice the size of the average man.
EMPs could take down an electric map so paper would be more suitable for operations I think only SPARTAN armor is EMP proofrifles have more mechanics in them than electrics relying more on energy made by the projectile to operate even if an EMP takes out electronics and essentially leave the comms and other electronics in the OFST armor useless

So the spartan can walk up to the pod and throw it 20 feet away with no regard for the possibly injured ODST inside, but he can't lift it overhead, walk right back out of the water, and set it down on the ground like a sensible human being. Makes sense.
