Not so much the plumbing and not so much the framing: the focus appears to be electric. The contractor now gets paid for fixing it. I bet he showed up for work and feigned surprise and even outrage. Maybe he thought he should have been paid more- maybe he did a favor when the owner hired a 2nd contractor- either way someone is being paid twice to install mostly electric.
I helped out with a Habitat for Humanity renovation a few years ago in Baltimore, they had one of there houses broken into with a bunch of supplies stolen and the property vandalized. Kudos to what you are doing to help make B'more a better place. Hope you are able to find the person/people that did this.

This looks like something a contractor would do they went after certain things they know would cost money to repair. Fire all of them. When I'm working on a property I have wifi and a security camera pointed right at the door so I can monitor my property from my phone. But yea contractor for sure but WHO has your code to the keybox and who did they give it to.... And who knew you had an inspection.

The goal is to *resolve* why this happened. And to discover if the contractor was deficient in handling their team. I work in special education and we hire contractors for various auxiliary services. One of the contractors we decided to no longer work with ended up acting as a sub-contractor for a new vendor we selected. I found this out randomly one evening when I logged in to the class to see how services were being provided. I was stunned. I’m the morning I called the vendor and they confirmed the subcontractor’s name. Do you have an agreement with your contractors about subcontracting team members?
I say look at the guy who did the floors or the electrical and duct work since that sustained the most damage. But my guess is the floor guy since the floor was taken ... who take floors?

In my case the house waa a foreclosure so we tend to think that it was the homeowner. They actually broke into it again days before settlement.

Whenever I buy rehabs like this, my first line of business is to get the electricity running so that I can install cameras and a wireless security system. It’s not 100% fail proof, but it’s definitely a deterrence and more than likely will discourage something like this from happening. You live and you learn...we’ve all been through something like this before.

A good piece of info to ask your subs is if they self perform the work or hire others. That can give you a gage on the flow of the money you pay out.
